I found it interesting that this question garnered a low response rate. The fee-for-service system incentivizes care, but also incentivizes excessive care. Other systems can result in a reduction of care or the quality of care. At some point the decision regarding the optimal system comes to who can be trusted to put aside their own self-interest and place the patient’s interest and care paramount...
